Alexander Ablaza

 President, Philippine Energy Efficiency Alliance

Over half of Alex Ablaza’s 32-year professional career has been dedicated to growing energy efficiency and renewable energy technology deployment in at least 12 Asian markets through the identification, due diligence and financial close of over $3 billion in direct investments, and also through catalytic market transformation, policy, regulatory, fund mobilization and transaction support interventions.

 Alex is currently a Director of Blue Sky Energy Asia Ltd., which provides equity financing for energy efficiency, distributed renewable generation, energy storage and metering projects in Asia and has established energy management investment operations in China, Hong Kong, Singapore and the Philippines. He heads its Philippine subsidiary, BlueSkyEnergy Corporation as its CEO. He likewise serves as President of the Philippine Energy Efficiency Alliance Inc. (PE2), an 11-year old alliance of energy efficiency market stakeholders, and advises the Board of the Energy Efficiency Practitioners Association of the Philippines Inc. (ENPAP).

 In his Asia anchor roles for HQ teams of multilateral financial institutions from 2006 to 2013, he enjoyed leading and growing climate finance and energy efficiency investment operations across Asian developing countries which include Bangladesh, China, India, Indonesia, Lao PDR, Nepal, Pakistan, the Philippines, Thailand and Vietnam, as:

  • Regional Sustainability and Climate Finance Specialist for Asia, Global Climate Finance Team, Global Financial Markets, International Finance Corporation (IFC/World Bank Group)
  • Asian Development Bank’s (ADB) bank-wide energy efficiency expert and coordinator of ADB’s $2-billion-a-year Clean Energy Program and Energy Efficiency Initiative; and as,
  • Principal Advisor for Energy Efficiency, Development Finance International, Inc., Washington DC HQ and Asia office
  • Before Alex joined ADB and IFC, he supported climate change mitigation efforts of UNDP, UNIDO, USAID, IFC/GEF, World Bank, WWF and the Alliance to Save Energy in catalyzing energy efficiency investments through both the private and public sectors.

 From 1984-1999, he was heavily involved in project management for multilateral and bilateral financing institutions, rural electrification, and multidisciplinary engineering for buildings, industrial facilities, and energy, transport and water infrastructure.

He served as Country Group Head for the Philippine Office of the world’s largest engineering consulting firm, URS Corporation, as CEO of the Philippines’ second oldest multi-discipline engineering consulting firm, Adrian Wilson International Associates, Inc., as President of the Council of Engineering Consultants of the Philippines and as Vice President of the Construction Project Management Association of the Philippines.

 Alex is armed with 29 years of project and corporate management experience, an aggregate 23 years of energy sector involvement, and an educational background in civil engineering (BSCE) and business economics (MBE).
